Confirm that internet access works and Outlook does not show Working Offline or Disconnected.

Restart Outlook and check whether a large message is stuck in the Outbox.

Try Microsoft 365 webmail. If webmail works but Outlook does not, the issue is likely local to Outlook or the workstation.
